Assignment Description

Our client is seeking a highly skilled TSP/MNO Program Manager. In this role the program manager (PM) is the "single-threaded owner" for large-scale customer programs within the Connectivity (MNO) and TSP/CMP domains. This role bridges the gap between high-level strategy and granular operational delivery. You will own the end-to-end value chain-from contract negotiation and financial oversight to technical implementation and incident reliability. Your mission is to drive measurable business value, operational stability, and high customer satisfaction across multiple global markets.

Commercial & Contract Management

  • Contract Ownership: Manage the full customer contract landscape together with legal department, including Master Agreements, Amendments, Data Processing Agreements (DPA/SSC), and CLM workflows.
  • Financial Governance: Support the PO-to-invoice flow. This includes reviewing billing reports, securing customer confirmations, and following up on payments.
  • Dispute Resolution: Resolve commercial clarifications (e.g., SMSMT overage, IITC) with practical and timely solutions.
  • Supplier Management: Negotiate with global suppliers regarding pricing, Minimum Order Quantities (MOQ), and SLA compliance.

Technical Delivery & Operational Oversight

  • Deployment Coordination: Manage technical dependencies including CMP integration, SIM lifecycles, APN/VPN setups, and VoLTE/5G market readiness.
  • Infrastructure Collaboration: Partner with DevOps on AWS/Kubernetes upgrades, cloud capacity planning, and node selection for specific regions (e.g., Korea, Vietnam).
  • Release Management: Oversee change management processes, including freeze windows, risk assessments, and final go/no-go approvals.

Incident Management & Reliability

  • Operational Excellence: Lead bi-weekly operations forums to track P1/P2 incidents, ensuring MTTA/MTTR targets are met.
  • Root Cause Analysis: Drive CAPA (Corrective and Preventive Actions) delivery to prevent recurrence of service disturbances.
  • Communication: Standardize incident reporting in Jira/Ivanti, ensuring end-customers receive clear, actionable status updates.

Stakeholder Leadership & Strategy

  • Cross-Functional Alignment: Facilitate collaboration across Finance, Legal, InfoSec, DevOps, and Purchasing to align diverse interests.
  • Standardization: Develop and maintain templates for RACI matrices, runbooks, dashboards, and billing trackers.
  • Resource & Budgeting: Establish project budgets, optimize resource allocation, and maintain strict cost control throughout the project lifecycle.

Qualifications & Skills

  • Proven experience in Program Management within the Cloud Services, Telecommunications (MNO), or Connectivity sectors.
  • Familiarity with cloud infrastructure (AWS/K8s), SIM technology, and global connectivity standards (5G/VoLTE).
  • Strong background in contract negotiation, financial reporting, and vendor management.
  • Proficiency in Jira, Ivanti, and standard Project Management software.
